Merge PDFs to Fax as One Document

Combine PDFs and photos into one document to fax — in your browser, with text and signatures left intact.

This tool combines your files inside your own browser, so it needs JavaScript switched on.

  • Nothing is uploaded — not stored, not deleted later
  • No page limit, no sign-up, no watermark
  • Nothing is re-rendered — your text stays text

What it changes

A fax goes to one number as one document, so sending three files means three transmissions, three cover sheets, and three chances the recipient files one of them somewhere you will never find it. Merging is the easy part; the part that matters for faxing is page size. Most merge tools are built for people who will read the result on a screen, so they leave every page at whatever size it arrived as. That is fine on a monitor and a problem on a fax. A document that mixes A4 pages with US Letter pages goes down the line at one width, and the machine at the far end trims whatever does not fit — usually a strip off one edge, usually on the pages you cared about. There is an option here to scale every page to a single size instead, which is the version worth sending.

The other thing worth knowing is what does not happen. Plenty of free merge tools rebuild each page as a flat image, which is quick to write and destroys the document: selectable text becomes a picture of text, form fields stop working, and file size balloons. This copies the page objects across as they are. Open the result and you can still search it, still copy a paragraph out of it, still fill in a field.

Questions people ask

Does merging reduce the quality?
No. Pages are copied from one document into another, not redrawn, so what comes out is bit-for-bit the same content. That is worth checking with any merge tool you use: open the result and try to select a line of text. If you cannot, the tool flattened your document into images and you have quietly lost the text layer.
Can I mix PDFs and photos in the same document?
Yes, in any order. Drop in a signed PDF and a phone photo of a receipt and each becomes a page. This is the common case for insurance and claims paperwork: a form you were sent, plus evidence you photographed. Each image is placed on a real page with a margin rather than bled to the edges.
Why does page size matter for a fax when it doesn’t on screen?
A fax transmits a fixed number of pixels across the width of the page, so the receiving machine has one width and no way to adapt. A4 is narrower and taller than US Letter, so a mixed document arrives with something trimmed on every page of one type. Normalising to a single size scales each page to fit instead of cropping it, which costs you a slightly smaller image and saves you a resend.
Should I merge before or after optimizing for fax?
Merge first, then optimize. That way the black-and-white conversion runs across the whole document in one pass and every page is judged the same way, and you get a single before-and-after to check rather than several. Doing it the other way round works, it is just more steps and more files to keep track of.
Is there a limit on files or pages?
No, though your own device is the real limit — everything happens in memory, so a few hundred pages is comfortable and a few thousand may not be. There is no sign-up, no daily cap and no watermark, because there is no server to meter anything.
One of my PDFs is password protected.
It will be skipped, with a note telling you which one. Open it in whatever you normally use, save a copy without the password, and add that instead. We deliberately do not attempt to work around encryption on a document you may not own.
Are my files uploaded anywhere?
No. The merge runs on your own device, so nothing is transmitted to us or to anyone else and there is no server copy to encrypt or delete afterwards. You can verify it: load the page, disconnect from the internet, and the tool still works.

Then send it

If the document is a scan, a photo or anything in colour, run it through the fax optimizer before you send — that is the step that decides whether it arrives legible. Then any service or machine will take it. From a phone, Municorn Fax sends PDFs directly on iPhone and Android and includes one free test fax, so you can confirm a page arrives before committing to anything; after that it is $9.99 a week, and the details are on our plans page. Add a cover sheet as the first page while you are here — that is exactly what this tool is for.
